{"id":19307,"date":"2018-12-07T10:00:44","date_gmt":"2018-12-07T10:00:44","guid":{"rendered":"http:\/\/www.ceo-na.com\/?p=19307"},"modified":"2018-12-11T19:00:13","modified_gmt":"2018-12-11T19:00:13","slug":"the-guns-debate","status":"publish","type":"post","link":"http:\/\/servidor-mxigen1.com\/ceona-antiguo\/business\/management-leadership\/the-guns-debate\/","title":{"rendered":"The Canadian gun debate"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\">An argument about firearms will strongly contribute in shaping next year\u2019s elections.<\/span><!--more--><\/p>\n<p class=\"p1\"><span class=\"s1\">Canada\u2019s gun debate differs from that in the United States.\u00a0<\/span><span class=\"s1\">Canadians, unlike Americans, have no constitutional right to bear arms.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">When a man with a rifle charged into Canada\u2019s Parliament in 2014, Michelle Rempel, a Conservative politician, was among the people who fled from a caucus room as gunfire rang out around them. Security guards killed the intruder, who had shot a sentry outside.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Deeply unsettled by the attack, Ms Rempel pondered a friend\u2019s claim that a ban on guns could have prevented it. She delved into regulations, studied crime data, and came to an unexpected conclusion.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The young politician from Alberta bought a handgun, joined a sports-shooting club and became Canada\u2019s most prominent proponent of gun ownership\u2014as a responsible pastime, she says.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">City councils in Toronto and Montreal have asked the federal government, which regulates firearms, to ban all handguns and assault rifles. Justin Trudeau, the Liberal prime minister, instructed Bill Blair, a security minister, to examine the possibility of a \u201cfull ban,&#8221; and the former police chief is currently consulting Canadians. At the same time, Parliament is considering a bill, c-71, that would tighten background checks and record-keeping. The argument over these proposals will help to shape the country&#8217;s parliamentary elections of October 2019.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">Currently, gun s<\/span><span class=\"s1\">ales and possession of firearms are permitted but tightly restricted. Buyers must undergo background checks, take safety courses and get a separate permit to transport firearms. The process often takes months. The purchase of a gun for self-defense is allowed only if buyers can show adequate proof that the police cannot protect them. Canada has issued just two such permits.<\/span><\/p>\n<h2 class=\"p2\"><span class=\"s1\"><b>How many guns are there in Canada?\u00a0<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">\u2022 \u00a0 \u00a0\u00a0 Canadian individuals own more than <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/thegunblog.ca\/2018\/03\/27\/gun-licences-rose-in-2017-at-slowest-pace-in-at-least-five-years\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s3\">795,358<\/span><\/a> <\/span>so-called \u201crestricted\u201d firearms (e.g. revolvers, pistols, AR-15 rifles.)<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u2022\u00a0\u00a0\u00a0\u00a0\u00a0 They bought<span style=\"color: #800000;\"> <a style=\"color: #800000;\" href=\"https:\/\/thegunblog.ca\/2018\/03\/27\/gun-licences-rose-in-2017-at-slowest-pace-in-at-least-five-years\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s3\">almost 1,200<\/span><\/a> <\/span>\u201crestricted\u201d guns each week on average in 2017.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u2022\u00a0\u00a0\u00a0\u00a0\u00a0 The military, police, and law-enforcement own hundreds of thousands more shotguns, rifles, and handguns.<\/span><span class=\"s1\">\u00a0<\/span><\/p>\n<h2><span class=\"s1\"><b>How many target ranges are there in Canada?<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">\u2022\u00a0\u00a0\u00a0\u00a0\u00a0 Canada has an <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"http:\/\/www.rcmp-grc.gc.ca\/en\/2016-commissioner-firearms-report\" target=\"_blank\" rel=\"noopener\"><span class=\"s3\">estimated 1,400<\/span><\/a><\/span> shooting ranges across the country.<\/span><\/p>\n<h2 class=\"p1\"><span class=\"s1\"><b>Which big cities have the most legal gun owners?<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">\u2022\u00a0\u00a0\u00a0\u00a0\u00a0 Montreal has the highest number of licensed shooters among Canada\u2019s <span style=\"color: #800000;\"><a style=\"color: #800000;\" href=\"https:\/\/thegunblog.ca\/2016\/09\/24\/montreal-calgary-lead-five-biggest-cities-in-number-of-shooters\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s3\">five-biggest cities<\/span><\/a><\/span>, but Calgary has the highest rate of gun owners per capita.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The two parties are already testing anti-crime arguments for next year\u2019s vote. On November 8, the Liberal government announced US$65m of additional spending on border security and law enforcement intelligence to fight gangs and gun crime.
